SUMMARY DESCRIPTION

This is a responsible position of a varied nature that includes providing administrative support to the Mayor, City Council and City Manager.  Work involves extensive contact with the public by issuing City notices, business licenses and various permits as well as responding to general inquiries.  This position requires considerable judgment, discretion and confidentiality in performing duties. Position requires 40-hour work week.

DUTIES

The following duties are inclusive of, but not limited to, job performance typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Acts as assistant for Mayor, City Council and City Manager by taking messages or providing information according to established policies and procedures.

Arrange training and travel for Mayor, City Council and City Manager; and other staff as assigned.

Advises general public on requirements of City ordinances, policies, and regulations; provides general information about city codes for general public.

Custodian of the City seal and official documents.

Obtains the necessary signatures for ordinances and resolutions; files and sends ordinances for codification.

Files contracts and other important documents.

Provides preliminary review of zoning issues; handles re-zoning, variances and special use permit requests; schedules hearing dates; submits legal advertisement to paper; arranges for posting of hearing notice signs on property; and sends correspondence to affected property owners.  Informs City Administrator of zoning requests and submits information to Zoning Administrator according to city policy.

Sets up planning & zoning committee meetings, posts, send notices and all pertinent materials.

Issues business licenses, handles yearly renewals, sign permits and all other various permits.

Issues beer and wine licenses, including yearly renewals.

Types correspondence from written draft, oral or recording equipment.

Gathers materials and prepares agenda for City Council meetings and work sessions.  Transcribes minutes from City Council meetings.  Keeps minute books.  Copies minutes and sends out for codification.

Files and retrieves materials from data from department computerized and manual filing systems.  Establishes and maintains files.

Gathers news for City newsletter.  Types and distributes to all city residents.

Post all meetings of City Council, committees and local events.  Posts all local public hearings.

Submits all legal ads, public hearing, public notices, etc. to the local newsletter for publication or public information.

Drafts and types proclamations for the public, including welcome letters.

Submits purchase requisitions for administrative department.  Handles purchases of office supplies, equipment, etc.  Maintains inventory of supplies and equipment.

Ability to establish and maintain filing systems.

Ability to work independently without specific instruction.

Ability to communicate effectively, both orally and in writing.

Ability to meet and deal tactfully and courteously with a variety of people including but not limited to citizens, business and civic leaders, other government officials, etc.

Ability to establish and maintain effective working relationships with City employees and the general public.

Perform other additional related duties as required.

 ESSENTIAL FUNCTIONS AND WORKING CONDITIONS

Sitting: Most assignments may require frequent sitting while operating equipment.

Bending/Twisting: Various bodily positions while performing administrative tasks.

Speech/Hearing: Constant communication with coworkers and the public while maintaining a safe work environment.

QUALIFICATIONS

Minimum: Associates degree in business administration or related field; must be 18 years of age, a citizen of the United States, possess and maintain a valid Georgia driver’s license, and have three years of progressively responsible administrative and/or secretarial, office management, accounting and/or legal work.

Preferred: Bachelor degree or higher in business administration or related field of study; and some work towards State of Georgia Municipal Clerk’s Certification.
